Background and highlights:
Currently, a gun dealers' licensing law exists on the federal level but the oversight function is handled by ATF(&E) approximately only every 10 years.
Provides that it is unlawful for any person to engage in the business of selling, leasing, or otherwise transferring firearms or ammunition without a dealer license issued by the Department of Financial and Professional Regulation.

Provides that the Department of State Police may establish rules requiring employees and agents of licensees to undergo training regarding legal requirements and responsible business practices as applicable to the sale or transfer of firearms or ammunition
